Our Priest In Charge

The Reverend Hart T. Roussel, MA, EMBA, CSPG Priest in Charge, Emmanuel Episcopal Church, Fullerton

Hart was ordained a Deacon in the Roman Catholic Church in January 1988, was received in The Episcopal Church in 1996, and received as a Deacon in The Episcopal Church in June 2024. He was ordained a Priest in January 2025. Hart conducted his diaconate service and served as an assisting priest at St. Andrew’s Episcopal Church, Fullerton, and Emmanuel Episcopal Church, Fullerton.

A native of Louisiana, he resides in Fullerton, CA, and enjoys science fiction, hiking, traveling and spending time with his whippet, Don Diego. Hart earned an MA in Theology (Catholic University of America, Washington, DC) and spent his undergraduate years at the University of St. Thomas, Houston, TX (BA, Liberal Arts). He has an EMBA (Drucker School of Management, CGU), Certificate in Fundraising Management (Center on Philanthropy at Indiana University-Purdue University), Certificate in Anglican Studies (Bloy House, The Episcopal Theological School at Los Angeles) and is a Certified Specialist in Planned Giving (American Institute for Philanthropic Studies).

In May 2026, Hart retired as a professional fundraiser, having spent 20+ years with the California State University. As a University Advancement professional since 1998, Hart served at Claremont Graduate University, Western University of Health Sciences, Cal Poly Pomona, and Cal State Fullerton. Prior to focusing on University Advancement, he held leadership and fundraising positions in several HIV/AIDS service organizations in Washington, DC, Richmond, VA, and New Mexico.
